Arkhipov went on this step after he several times appealed to the state and law-enforcement bodies. He required to carry out the unbiased testing of the facts of infringements, carried out by local officials, when land sharing, facts of corruption of the local authorities. The farmer also required to give legislative estimation to the fact of withdrawal of his property - farmer equipment, as well as theft of his lorry car and corn. Arkhipov voluntarily passed his ‘armament’ to the security guards, after what started the concrete negotiations on the ‘point of his problems’. Later on after the negotiations with the leaders of powered offices Arkhipov met with the Minister of Agrarian Policy Ivan Kirilenko.
