COMM Ukraine’s State Secretary Alexander Zinchenko gives his first press conference in Kiev, Tuesday, February 15, 2005. Ukraine’s State Secretariat is an assignee of the Presidential Administration. The State Secretary represents the Secretariat on the instructions of the President in its relations with other agencies, enterprises and organizations in order to supply the President with analytical documents and other information used for reports and speeches. He also organizes and controls the fulfillment of the President’s instructions, coordinates activity of permanent President’s representatives, suggests new appointments and dismissals of the first representatives, advisors, scientific consultants of the President.
