FILE -- Vilaty Meshin, former head of board of Ukraine's Nikolayev alumina plant, the largest manufacturer of raw material for aluminium production in the CIS countries, is seen on this file photo taken in southern Ukraine's city of Nikolayev, 517 km (320 miles) south of capital Kiev, in spring 1999. Meshin was detained Wednesday, July 10, 2002, being accused in economic crimes that he committed in 1996-99.
