On Wednesday, September 1, 1999 Tony Blair, the Prime Minister of the Great Britain informed Valery Pustovoytenko, the head of the Cabinet of Ministers of Ukraine, about the rejection from the project An-124-210 ("Ruslan"). Blair noted that no one from the proposals, received by the Ministry of Defense of the Great Britain, provides the problems settlement with the reasonable prices. As a result the government passed a decision to suspend the tender. At the same time he marked, that "Great Britain sees a lot of attractive aspects in the proposals to modernize An-124". The 'Antonov' firm produced airplane with the Roll-Roys engines and American plane C-17 (the 'Lokhid Martin' producer), presented by the "British aerospace" company took part in the tender.
