The Verkhovna Rada of Ukraine adopted the Law "On Urban Development Regulation" on January 13, 2011. Representative of the Government announced that the President had submitted 8 motions to the Law (Reg. No.7418). The Law enhances the licensing system in the construction sector, as it cuts down on the number of licensing and coordinative procedures, the period of their adoption and the documents required; introduces the principles of tacit agreement, a single window system and organisational unity in the licensing system in the construction sector; states that certain types of economic activity can be conducted without licensing documents on the basis of a declaration of physical infrastructure conformity to the legislative requirements; personifies responsibility of the architectural activity entities; suggests a gradual transition from the licensing of economic activity connected with the construction of architectural objects to the professional attestation of the construction managers; deregulates economic activity by delegating a part of authorities from the state regulation and control bodies to the self-governing organizations. The Law amends 30 legislative acts. The President of Ukraine deems it necessary to charge the Cabinet of Ministers with drafting and submission of the bill on responsibility for the negative consequences caused by infringement on the construction norms, standards and rules in the process of design, design valuation and construction of the urban development objects.
