COMM ARCHIVE UNIAN Vladimir Shcherban is appointed the Head of Sumy’s regional state administration on <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" />the 31st of March, 1999. That day the press-service of General Office of Public Prosecutor informed that Vladimir Shcherban was detained in USA by charge abuse of power, blackmail and financial swindle etcetera. General public prosecutor of Ukraine Svyatoslav Piskun began negotiations of deportation of V. Shcherban to Ukraine.
