Leonid Kuchma and Victor Skomorokha

The Ukrainian President Leonid Kuchma and Victor Skomorokha, the Chairman of the Constitutional Court of Ukraine in the Presidium of the IV Congress of Judges, in Kyiv, December 15, 1999. When making a speech, the President declared that he is intended to precipitate the conducting of the court-legal reforms. According to him, the legal reforms in Ukraine are carried out without spirit and there are no results, though 3 of the given for it 5 years had already passed.
