Vadim Dolganov

The same day the Court considered the suit brought by Parliament against the NTCU "On the protection of authority and reputation of the Verkhovna Rada and honor, dignity and business reputation of Alexander Tkachenko, the VR Chairman". The suit was caused by the fact that the First National Channel refused to broadcast on August 24, 1999 the videotape of speaker's greeting of the Ukrainian people on the occasion of the 8th Anniversary of Independence. The Court declared the Dolganov's action illegal and obliged him to let have the official information in the "UTN -Panorama" that the aforesaid videotape had not been showed through his fault. Dolganov declared that "the suit is the trial of one candidate for President to raise his rating by means of political scandal" and brought the counter-claim against the General Prosecutor's Office accusing the VR Chairman in libel.
