The party was registered on the 14th of March, 2005. Kushnarev announced at the press-conference that one of the most important party’s tasks was to forbid revision of the constitutional reform and to fight for further power’s decentralization at all the levels. The main phase of it must be a real administrative and territorial reform like European regoinalism that would bring back a concept of regional self-government and greatly enlarge the permissions of territorial and local communities in all the spheres of life.
